Tendril Framework package becomes a virtual package (v0.2.0)

Extraction and refactoring while preserving core functionality

Inclusion of Build System helpers and test, doc scaffolding. Py3 support likely but untested.

Development of tests, docs.

Tested, documented with high coverage. Py3 support verified. CLI scaffolding in place.
