experimental webservice api adapter with templated webhooks

INSTALLATION
install the python packages in requirements.txt
pip install -r requirements.txt


USAGE
run python mediator.py

run rqworker

then make calls to the mediator:

each api call is adapted based on the configuration and mustache templates in config.py -- so the data in a single webhook call (with different adapter_names) can be adapted before being called forward to other webservices. if the caller specifies a `result_callback_url`, the result of each of the adapted webservice calls will be POSTed back to this `result_callback_url`
TODO some of the adapter code (in adapter.py) is specific to making xml api calls to DHIS2
TODO allow caller to specify a `result_callback_url` for each adapter
