Voor het maken van operationele informatie is in 2014 gestart in NW3 (Noord West 3 is de samen werking van de 3 noordhollandse veiligheids regios Noord Holland Noord, Zaanstreek Waterland en Kennemerland) verband met een werkgroep met als werkgroep leden Joost Deen VRNHN, Bob Hulst VRZW en Mike Vink VRK. Van hieruit is een open-source OIV-QGIS oplossing ontstaan. OIV staat voor Operationele Informatie Voorziening. OIV-QGIS is een oplossing om operationele informatie in QGIS te maken.

QGIS is een open-source Geografisch Informatie Systeem. Het project OIV-QGIS plugin is ontstaan in mei 2017 en werd in juni 2018 als project uitgerold in NW4. We hebben hard gewerkt om de plugin voor OIV-QGIS (die traditioneel duur en met rechten beschermd is) beschikbaar en betaalbaar te maken voor iedereen. Op dit moment is de plugin OIV-QGIS beschikbaar voor Windows en Unix/Linux gebaseerde systemen. OIV-QGIS is ontwikkeld met behulp van de Qt toolkit (https://www.qt.io). Hierdoor heeft OIV-QGIS een toegankelijke en prettige uitstraling (GUI) het soepel en snel.

OIV-QGIS is een eenvoudig te gebruiken GIS dat algemene functies en mogelijkheden bied. In het begin was OIV-QGIS alleen beschikbaar voor NW4 maar vanwege de open source karakter is dit ook gratis beschikbaar voor alle veiligheidsregio's. OIV-QGIS plugin ondersteunt een groot aantal gebruiksfuncties voor het maken van operationele informatie.

OIV-QGIS plugin wordt vrijgegeven onder de GNU Public License (GPL). Deze licentie staat iedereen toe om de broncode te bekijken en te bewerken en garandeert de vrije beschikbaarheid van GIS software die door iedereen kan worden aangepast of uitgebreid. Een actuele versie van de licentie dient te zijn meegeleverd met elke kopie van QGIS. De licentie is ook te lezen in Appendix GNU General Public License.

OIV-QGIS is an easy to use GIS that provides common functions and capabilities. In the beginning OIV-QGIS was only available for NW4 but due to its open source nature it is also available for free for all security regions. OIV-QGIS plugin supports a large number of usage functions for creating operational information.

OIV-QGIS plugin is released under the GNU Public License (GPL). This license allows anyone to view and edit the source code and guarantees the free availability of GIS software that can be modified or extended by anyone. A current version of the license must be included with every copy of QGIS. The license can also be read in Appendix GNU General Public License.
