Pail is an IRC chat bot similar in some ways to bucket(http://wiki.xkcd.com/irc/Bucket). It's responses are mostly defined user inputs and nothing that resembles a true learning algorithm. It also has a variety of useful functions for IRC such as timers, youtube title lookup, proxy messages, etc.
