Implements Legendre forms of elliptic integrals using Carlson symmetric forms. Numerical evaluation of these integrals performed using algorithms defined here: http://arxiv.org/abs/math/9409227.

Goal is to incorporate these into the SciPy toolstack (scipy/scipy#4452).
