Simple web based API providing a framework for batch job tracking.

• postgreSQL - any version should work
• Python - 2.7 - not tested on anything later

• Assumes being installed by an admin or a user with sudo privs.
• Must also have access to a postgreSQL account with an admin role as a user and a database will be created.
