initial readme file for /tracking repository
This repository will contain all code associated with ground station tracking control.
This will include but is not limited to the following:
- tracking client software (running on user computers)
- tracking server software (running on the main server)
- tracking control daemons (for automation of tracking)
- predict daemons (for TLE/SGP4 processing)
- tle updating scripts and software
