Web app for mobiles for oil spill response information

Requires Node and NPM.

1. Enter src/main/webapp
2. npm ci
3. npm run build

This builds the entire application to dist/.

$ npm start -- -w

This starts a server at http://localhost:9000 while watching for changes and rebuilding and reloading as necessary.
