Calculated Moran's I for polygon layers and determines whether there is spatial correlation. It presents the scatter plot for the selected field.
Require Pysal Library: http://pysal.readthedocs.org/en/latest/users/installation.html or copy folder pysal on librarys for Python QGIS "example C:\Program Files\QGIS Lyon\apps\Python27\Lib\site-packages".
