This provides the API for powering delay-explorer-web.

Requires Python 3.4+ and should be run with gunicorn and have a reverse proxy (e.g. nginx) put in front of it for any real deployment.

This is a chaotic mess at the moment, and is in the process of being written in a much tidier and clearer way. Probably best to hold off pull requests until then.
