It remotely access an hotel using the Butterfly API

The configuration value USE_CELERY will determine if the issues are posted asynchronously or will block the response.
Each backend support different configuration options.
edit issue_[backend] where [backend] is either jira or redmine

RUNNING
use `python run.py` to launch a production build

DEVELOPMENT
use `python debug.py` to launch a debug build
