Please README

This is a series of tools designed to work with IPA transcriptions generated by the Perkins transcriber. Some symbols produced by Perkins are not compatible with standard IPA characters. Standard "g" produced by Perkins must be changed to "ɡ".
Requirements for Perkins transcription are the following:
Phrases -sp -ya -nomc; Words : -sp -ya -nomc -nospe;
