add shell provisioner to vagrant, to run scripts/provision.sh

install manually for now datadog on VM

install manually for now datadog on laptop

use a variable in CLI and WEBAPP that start counting in 1 and then increase to 2 3 4 etc

in CLI and WEB app make a counter that send count 1 on each run/visit

add a counter metric for:

• app.cli for CLI app
• app.web for WEB app

create dashboard that show both metrics

add event to CLI and WEB apps when the apps starts
