Rqt plug-in allowing to embed a dynamic-graph python interpreter.

This replaces the run_command script from dynamic_graph_bridge to provide an unified working environment.

Caution: two kind of Python consoles are supported (classic or Spyderlib). The second one is still work in progress and should be used with caution.
